``Segement_Generation'' -- improve skeletonization

purpose:

This routine accepts two input images, the skeleton and the original. the skelton is first rid of all one-point burrs. Line segments will then be generated for the skeleton. If the user requests a BAP analysis, the original image will be used as well. If the input images are high resolution images, then the upsample factor will be used to downsample the segments to be used with the original sized image. Finally, the routine will create either an integer of fractional .trc file (or both) per the user request.
